Camden Growth Areas Contributions Plan - Amendment 3

The Camden Growth Areas Contributions Plan - Amendment 3 applies to the following growth area precincts:

  • Leppington

  • Leppington North

  • Lowes Creek Maryland

The Camden Growth Areas Contributions Plan - Amendment 3 enables Council to levy contributions from development within the Leppington North, Leppington and Lowes Creek Maryland precincts.

The contributions collected will enable Council to deliver $711 million worth of essential infrastructure within Leppington North and Leppington, and $445 million worth of essential infrastructure within Lowes Creek Maryland. The essential infrastructure includes open space, transport, drainage and land for community facilities.

Amendment 1 to the Camden Growth Area Contributions Plan made recommended changes identified through the Independent Pricing and Regulatory Tribunal (IPART) and Department of Planning & Environment review. This IPART reviewed section applies to Leppington North and Leppington.

Amendment 2 and Amendment 3 also made changes identified by IPART and Department of Planning, Housing and Infrastructure. This IPART reviewed section applies to Lowes Creek Maryland.


Camden Growth Areas Land Value Index (LVI)

In accordance with Clause 5.3 of the Camden Growth Areas Contributions Plan, Council has updated the Land Value Index (LVI) relating to the plan.

  • LVI of riparian land as at September 2023 is 137.50
  • LVI of land below 100 Year ARI as at September 2023 is 110.00
  • LVI of residential land as at September 2023 is 179.49
  • LVI of commercial land as at September 2023 is 214.29
  • LVI of industrial land as at September 2023 is 200.00

Leppington Precinct

  • The customised LVI for monetary contributions is 148.08
  • LVI of non-developable land (riparian corridors, constrained land) below the 1:100 year ARI event as at September 2023 is 137.50
  • LVI of riparian corridors, constrained land above the 1:100 year ARI event as at September 2023 is 133.33
  • LVI of residential prime land above 1:100 ARI event as at September 2023 is 150.00
  • LVI of commercial land (B2 zoning) as at September 2023 is 133.33
