LEP Review Project

Camden is within the Greater Sydney region and Western City district. The NSW Government’s Greater Sydney Region Plan – A Metropolis of Three Cities and Western City District Plan (dated March 2018) set planning priorities for this region and district. The local planning we do at an LGA, precinct, centre and neighbourhood scale supports the achievement of these broader region and district planning goals.

All Greater Sydney Councils are required to have a local planning strategy called a Local Strategic Planning Statement (LSPS) and to update their planning rules (by changing local planning legislation and development control plans) to align with the NSW Government’s strategic planning direction.

The Figure below shows how this planning framework looks.

Camden Local Strategic Planning Statement

The Camden Local Strategic Planning Statement (LSPS) is a 20-year strategic planning vision directing how land is used, protected, and developed across Camden LGA. It emphasises land uses, transport, and sustainability objectives needed to meet the community’s needs now and into the future. The LSPS is used by Council, planners and developers to guide their planning-decisions.

The community and other stakeholders helped us to shape our 20-year planning vision and set local planning priorities and actions. These priorities and actions are separated under themes: Infrastructure and Collaboration, Liveability, Productivity and Sustainability.

The Local Strategic Planning Statement (LSPS) is a 20-year planning vision, emphasising land use, transport and sustainability objectives to demonstrate how the Camden Local Government Area will change to meet the community’s needs over the next 20 years. The LSPS was adopted by Council on 14 April 2020.

The following supporting strategies prepared by Council assist us to achieve our LSPS priorities:

Camden Local Housing Strategy

The Camden Local Housing Strategy (LHS) is Council’s vision for housing development over the next 10 and 20 years. The LHS was adopted by Council on 12 October 2021.

Camden Centres and Employment Land Strategy

The Camden Centres and Employment Land Strategy (CELS) is Council’s vision for the development of Camden’s centres and employment lands over the next 20 years. The CELS was adopted by Council on 8 March 2022.

 Camden Green and Blue Grid Vision

The Camden Green and Blue Grid Vision outlines Council’s approach to enhancing and  connecting high-quality open spaces, biodiversity corridors, riparian areas, natural bushland, and waterways across the local area.

Updating our planning rules - LEP Review Planning Proposals

Two planning instruments (planning legislation) guide how land is used, protected and developed in Camden LGA, the Camden Local Environmental Plan 2010 (Camden LEP) and Appendices 2, 3 and 5 of the State Environmental Planning Policy (Precincts – Western Parkland City) 2021 (Precincts SEPP).

These instruments are legal documents that outline local planning rules. They establish different zones that allow certain uses and create standards to regulate what kind of development can happen.

Council will change these local planning instruments to align them with NSW planning priorities in stages:

Stage 1 LEP Review Planning Proposal

Stage 1 LEP Review Planning Proposal changed the Camden Local Environmental Plan 2010 to align with some of the NSW Government’s planning priorities. The amendments included allowing non-agricultural uses such as eco-tourist facilities in certain rural zones, strengthening objectives for industrial uses, and introducing health-focused objectives.

LEP Review (Housekeeping Amendment) Planning Proposal

In 2026, Council prepared the LEP Review (housekeeping amendment) Planning Proposal to improve the readability, accuracy, and application of the Camden LEP and Precincts SEPP. This package of minor amendments addresses matters that are administrative or low impact in nature.

The Planning Proposal is on public exhibition from 3 August 2026 to 9 September 2026.

Future LEP Review planning proposals

In 2025, the NSW Government released a new region plan, called the draft Sydney Plan for comment. This Plan is proposed to replace the Greater Sydney Region Plan and the Western City District Plan. The scope of future LEP Review planning proposals will be considered once the Sydney Plan is finalised.
