Heath Road, Leppington Upgrade
Heath Road is currently a rural standard road (R2 – Low Density Residential) located within the area designated to be the Leppington Precinct within the South West Growth Area.
Camden Council is upgrading the eastern section of Heath Road between Camden Valley Way and Dickson Road to urban collector road standard. The upgrade will be carried out in two stages:
- Stage 1 between Camden Valley Way and Rickard Road; and
- Stage 2 between Rickard Road and Dickson Road.
The project will deliver:
- Signalisation of the upgraded Heath Road and Byron Road T-intersection.
- New kerb and gutter;
- Pavement reconstruction;
- Intersection upgrade;
- Relocation of services;
- Drainage works;
- Footpath and cycleways; and
- Landscaping works.
Construction is expected to commence early-2027. A clear and efficient staging program will be developed to manage traffic during construction.

Council has only secured funding for the construction of Heath Road and is strongly advocating the NSW Government for funding to deliver the other roads within the Leppington Precinct.

Can Council reduce speed limits on local roads?
Speed zoning on all roads in New South Wales is the sole responsibility of the NSW Government through Transport for NSW and Council does not have jurisdiction in this matter.
Council has recently requested a speed zone review of Heath Road, Rickard Road and Ingleburn Road as a priority, to reflect ongoing development, increased congestion and the expected road upgrade of Health Road.

Yes. The planned Heath Road upgrade includes extending the median island at the Kontista Street intersection.
