Camden Valley Way and Liz Kernohan Drive Upgrade
This $32.7 million project is being funded by three sources: $14.9 million from the NSW Government’s Western Sydney Infrastructure Grants, $6.4 million from the Federal Government’s Western Sydney Infrastructure Plan (Round 4), and $11.4 million from Council’s Local Developer Contributions for the upgrade to the Hilder Street and Camden Valley Way intersection and Camden Valley Way improvements.
The tenders for this project have now closed and we look forward to commencing the project in the coming months.
About the project
Camden Council, along with the Australian Federal and New South Wales State Governments are funding major road upgrades to improve traffic flow, safety, and connectivity for our community in Elderslie.
This project includes three key upgrades as outlined below:
1. Liz Kernohan Drive Works
- Liz Kernohan Drive will be extended from Rheinbergers Circuit to Camden Valley Way at Kirkham Lane. A new signalised intersection will be installed at Kirkham Lane and Camden Valley Way;
- Liz Kernohan Drive will be resurfaced from Rheinbergers Circuit to Grives Avenue;
- A large culvert will be installed near Grimes Avenue;
- Liz Kernohan Drive at Knight Street will be connected to Liz Kernohan Drive at Grimes Avenue. This connection will be delivered simultaneously as part of a private development; and
- Liz Kernohan Drive, from Knight Street to Lodges Road will be upgraded to include one travel lane in each direction, a landscaped median and parallel parking on both sides.
These works will complete the east-west link between Camden Valley Way and Camden Bypass, offering an alternative to Hilder Street and Richardson Road.
2. Hilder Street Intersection Upgrade
The intersection of Hilder Street and Camden Valley Way will be upgraded to a two-lane roundabout.
3. Camden Valley Way Widening and Flood Mitigation
Camden Valley Way, between Kirkham Lane and Hilder Street, will be widened to two lanes in each direction and raised to reduce flood risk and improve safety
Completed land acquisition and future subdivision works
In 2018, Camden Council purchased a parcel of land that plays a key role in the extension of Liz Kernohan Drive to Camden Valley Way.
Since its acquisition, the land has supported the delivery of valuable community infrastructure, including the connection of the footpath and cycleway between Camden and Narellan via Herberts Hill, and the development of a third rugby league field at Kirkham.
At the time of purchase, a development application had already been approved for the subdivision of eight (8) lots. This subdivision will also be delivered by Camden Council as part of this project.

- Improving road capacity and safety;
- Providing more reliable travel time, access and connectivity;
- Providing upgrades to footpath and cycleways for the community;
- Greater connectivity to the Camden Bypass and ultimately the Hume Motorway via the Spring Farm Parkway Stage 2, which will be delivered by Transport for NSW; and
- Improved conditions to increase flood immunity.
Project Information
Commencement Date
Construction is expected to commence in late 2025 and be completed by mid-2027, weather depending.
Traffic Impacts
We will maintain all existing traffic movements along the project corridor during this time and any necessary road closures will be scheduled at night to minimise disruption.
During this time, we are committed to providing the community with regular updates on progress and any temporary impacts during the delivery stage.
Landscape Impacts
During the design of the Camden Valley Way upgrade to two-lanes each way between Kirkham Lane and Hilder Street, a number of constraints were identified including:
- BMX facility;
- Sportsfields;
- Privately owned lands;
- Utilities including overhead powerlines;
- Drainage; and
- Vegetation including native trees and Liquidambar trees – seen as iconic to the entry of Camden.
Due to the above constraints, the centre line alignment of Camden Valley Way will need to remain, allowing for equal impact on land either side of the current road. To deliver this, 99 trees will be required to be removed.
Council explored options to minimise tree loss; however, due to project constraints, shifting the centre line alignment on Camden Valley Way would significantly impact the adjacent sports fields and the BMX facility.
As part of the project, Council will replant 398 trees. 96 liquidambars will be planted on both sides of Camden Valley Way from Kirkham Lane extending past Hilder Street to create an avenue of liquidambars when entering from Narellan to Camden.
FAQs
Surely Council could have found a way to deliver this project without removing so many trees, especially the liquidambars.
Council investigated multiple designs to limit the number of trees removed as part of this project. Due to project constraints including the existing sports fields and the BMX facility, the preferred option, which had the least impact on existing facilities, was to maintain the current centre line along Camden Valley Way and extend the road equally either side.
As part of the project, Council will be removing 99 trees and will replant 398 trees. 96 liquidambars will be planted on both sides of Camden Valley Way from Kirkham Lane extending past Hilder Street. This will create an avenue of liquidambars when entering from Narellan to Camden.
How will you plant an avenue of trees when there are powerlines that run along the edge of the sports fields?
As part of this project, the powerlines from Hilder Street to Rheinbergers Hill will be undergrounded to allow for the road expansion as well as the planting of the liquidambars.
Could you transplant the trees?
Council investigated the option of transplanting the removed liquidambars. Unfortunately, this wasn’t a practical option and was cost prohibitive.
What size liquidambars will you plant? It will take years for them to grow and create an avenue
Council will be planting 200L liquidambars that will stand approximately 2-3m when planted. The same size liquidambars were planted when Council upgraded the Macarthur Road/Camden Valley Way intersection in 2019.
The impact of these works on traffic with be extensive. How will Council manage this?
Council acknowledges there will be significant impacts to traffic during construction. We will work to minimise these impacts as much as possible and will maintain two-way traffic at all times.
Road closures will be undertaken at night where possible.

Will parking for the sportsfields along Camden Valley Way be maintained?
The road expansion and planting of an avenue of liquidambar trees will result in the area often used for parking along Camden Valley Way for access to the sportsfields no longer being available.
The area used for parking along Camden Valley Way was never a formalised parking location. Ample parking for the sporting fields is available inside the facility with entry off Hilder Street.
Will the footpath/cycle path that connects Camden and Narellan be impacted?
Yes. The footpath will be removed as part of the project. A temporary footpath/cycle path will be installed connecting to the existing footpath between Camden and Narellan.
As part of the project, the shared path will be replaced between Kirkham Lane and Hilder Street, with a new permanent share path to be constructed and linked to the existing network.
Camden Acres will be used as a shortcut/rat run between Camden Valley Way and Lodges Road if both connections aren’t opened together.
The Liz Kernohan extension from Rheinbergers Circuit to Camden Valley Way and from Liz Kernohan Drive at Knight Street to Liz Kernohan Drive at Grimes Avenue will be delivered and opened simultaneously to ensure traffic is directed along the desired route.
When will Liz Kernohan Drive connect to Spring Farm Parkway?
Transport for NSW is planning Stage 2 of the Spring Farm Parkway. No construction announcements have been made at this stage
The extension of Liz Kernohan Drive from Rheinbergers Circuit is cutting through a sporting field.
Our Sport and Recreation Team has been actively managing the closure of this field, with user groups made aware of its impending closure approximately two years ago.
Due to the field not having floodlighting, this field is primarily used during daylight hours by schools and for some early evening club programs during summer. Affected user groups will utilised the remaining three full-size fields on the lower area along with an additional modified field in the upper section of the sports precinct.
