Design of Raby Road Upgrade
The NSW Government has funded the preparation of the concept and detailed designs for the Raby Road Upgrade project through the State Infrastructure Contributions program.
The design for an upgrade of Raby Road between Emerald Hills Boulevard and Thunderbolt Drive has been completed and submitted to the NSW Government along with the business case for the project.
In February 2026, the NSW Government confirmed that the Raby Road Upgrade Project is currently classified as a Tier 3 priority and construction funding has not yet been allocated.
Council is now preparing to work with the NSW Government over the coming months to submit the required documentation and formally close out the design phase of this project.
Council will continue to advocate for funding opportunities to deliver this upgrade and will provide further updates to the community as more information becomes available.
Project Overview
The design for the Raby Road upgrade aims to improve safety and traffic flow to ensure the road supports future population growth in the area.
Raby Road is a key east-west link between Camden and Campbelltown Local Government Areas (LGAs). The areas around the Raby Road corridor will experience substantial growth over the next few years with the Camden LGA which is expected to triple its population over 25 years.
The upgrade design consists of:
- Upgrading the intersection of Raby Road and Gledswood Hills Drive to a signalised intersection.
- Replacing the current roundabout at the intersection of Raby Road and Thunderbolt Drive to a signalised intersection.
- Providing a 2.5-metre-wide shared path for cyclists and pedestrians on the northern side of Raby Road for the length of the upgrade and the southern side of Raby Road from Emerald Hills Boulevard to Gledswood Hills Drive.
- Improvements to the intersection of Gledswood Hills Drive and Raby Road by realigning a small section of road and constructing a new roundabout on Gledswood Hills Drive to improve safety and property access.
- Provision of dedicated right-turn lanes on Raby Road to access Macarthur Grange Country Club, Gledswood Hills Drive and a future subdivision at 121 Raby Road.
- Replacing the bridge over the Water NSW canal south of Emerald Hills Boulevard and constructing twin bridges to provide the additional lanes on Raby Road (two-lanes upgraded to four-lanes).
- Landscaping on both sides of the road and in the new median.
- Upgrades and changes to some property driveways and accesses along the upgrade section of Raby Road. Driveways are proposed to be realigned to connect to the upgrade Raby Road or a side street.
The detailed design and final business case has been submitted to the NSW Government. The concept and detailed designs for this project were funded by the NSW Government's $2.9 million grant through the State Infrastructure Contributions program. The final business case seeks funding for the construction of the proposed road upgrade and the assurance for the construction funding will be subject to the review by the NSW Government. 2026 In February, the NSW Government confirmed that the Raby Road Upgrade Project is currently classified as a Tier 3 priority and construction funding has not yet been allocated. Council is now preparing to work with the NSW Government over the coming months to submit the required documentation and formally close out the design phase of this project. Some delays resulted due to the extended consultations with the utility authorities, Transport for NSW, Water NSW. Heritage NSW and Campbelltown City Council. The Project Cost Report and Addendum Review of Environmental Factors Report were prepared and updated. The Traffic Modelling Report and the Economic Appraisal Report were modelled to complete the business case to seek construction funding. The cost for a full upgrade is $168 million and cheaper partial construction scenarios were also added to support the business case with a range of options below. Option 1 – Full Upgrade of Raby Road Option 2 – Fast Track of Gledswood Hills Drive Intersection and Thunderbolt Drive Intersection Upgrades only Option 3 – Gledswood Hills Drive Intersection Upgrade Only Option 4 – Thunderbolt Drive Intersection Upgrade Only 2024 The Detailed Design and Final Business Case is being progressed and the completion is expected in July 2024. Details of the final designs will be shared with the affected landholders, the community, the Transport for NSW, and other key authority stakeholders when completed. 2022 In March 2022 Enstruct Group Pty Ltd were contracted to undertake the detailed design and Final Business Case (FBC) for the project. The scope included the review of concept design to address the concerns raised during the consultation. Design changes were investigated and identified. Further consultations with the affected landholders were concluded in November 2022 and were agreed to proceed with the concept plan to the detailed planning stage.
