IPR Framework

Councils develop a hierarchy of plans which fall-out of the Community Strategic Plan. The diagram below illustrates the framework.

 Under the IPR framework, the Community Strategic Plan (CSP) must adequately address the quadruple bottom line – Social, Economic, Environmental and Civic Leadership.

In addition, Councils must prepare and implement a Community Engagement Strategy for engagement with a wide range of stakeholders in the review and development of the CSP. 

The CSP engagement process was conducted from 8 November to 3 December 2024. Over 1,703 people actively engaged through forums, a workshop, pop-up engagement, digital engagement, surveys and a youth design competition. The Engagement Outcomes Report provides detailed information.
