Pre-Development Application Meetings

Council is pleased to offer meetings for developers to discuss proposed developments prior to lodging a formal Development Application. These meetings are commonly known as "Pre-DA meetings."

Pre-DA meetings are not mandatory but are particularly encouraged for the following development types:

• New commercial/industrial developments (excluding minor additions, new fit outs and change of uses);
• Large scale residential subdivisions;
• Developments involving works to heritage buildings/structures or that are located within Conservation Areas;
• Designated Developments or those requiring an Environmental Protection License;
• Developments that do not comply with Council's Local Environmental Plan or Development Control Plan;
• Other unique or unusual developments not listed above.

Notwithstanding the above list, Council offers pre-DA meeting facilities for any development that developers wish to discuss.

Council will not charge any fee for the first pre-DA meeting held regarding a development. However Council will charge a fee for every subsequent meeting held regarding the same, or a substantially the same, development. This fee is set annually by Council and reflects only the costs incurred by Council.

To book a pre-DA meeting with Council you must fully complete and lodge a Pre-DA Meeting Application request form with Council. The application must be accompanied by the correct fee if this is not the first meeting regarding the development.

Whilst no formal plans or other documentation are required to be lodged for a pre-DA meeting, applicants are encouraged to provide concept plans and information for discussion at the meeting.

A Council officer will contact you after the application has been lodged to arrange a suitable meeting date and time for the meeting. Following the meeting you will be forwarded written minutes of the discussions had at the meeting.

Please note that nothing communicated in a pre-DA meeting guarantees that Council will approve a Development Application for your proposed development. Similarly nothing in a pre-DA meeting guarantees that any external third party agency, for example WorkCover, will approve your development.
